House Appropriations Committee Takes Up Action on the Budget Bill

Budget Plan (Feb. 13, 2025) – Today, the House Appropriations Committee took up the budget bill contained in House Bill 2007. The committee made the following adjustments to the House budget bill:

  • Cuts open full-time employees for all agencies except state hospitals and corrections with appeals available to the State Finance Council
  • Eliminates the ability to allow electronic benefit transfer card expenses for candy and soda
  • Further investments and renaming the Docking Building to Bob Dole Building
  • Shifts funds from the State General Fund to American Rescue Plan Act interest for programs, including:
    • KC BioHub, Kansas Industrial Training/Kansas Industrial Retraining, Kansas Department for Children and Families for client management software
    • Children's Cabinet Dodge City Child Care Investment
    • Rural Remote Workplaces, Department of Agriculture for Federal Aviation Administration unmanned aircraft system test ranges
    • Healthcare Upskilling and Training Grant Program
    • Blueprint for Literacy
    • Forensic Science Laboratory
    • KHP Upgrade of Hangar at Jabara

    This will draw down most of the remaining ARPA funds except for about $2 million

  • $1 million for efficiency review
  • $38.1 million SGF for state employee pay increases for positions based on market analysis, including the Kansas Board of Regents, but excludes legislators and statewide elected officials.

The committee is scheduled to meet again at 5:00 p.m. today to finalize the budget before sending it to the full House.
