House Passes Tax and Gives Initial Approval to Budget and Appointment Reform

HouseChamber (March 10, 2025) – Late last week, the House of Representatives passed tax bills as two separate pieces of legislation.

House Bill 2396 – Authorizes the use of a protest petition to limit funding of a taxing jurisdiction by property tax revenues exceeding a certain amount, establishes the Acknowledging Stewardship of Tax Revenue and Appropriations Fund; authorizes certain transfers from the State General Fund to qualifying cities and counties and eliminates the revenue neutral rate requirements by taxing subdivisions and the taxpayer notification costs fund. Passed on a vote of 115-6.

House Concurrent Resolution 5011 – Proposes to amend Section 1 of Article 11 of the Constitution of the State of Kansas to provide that valuations of residential property shall be determined based on the lesser of the fair market value or the average fair market value of the residential portion. Passed on a vote of 117-4.

The House also debated and gave initial approval to Senate Bill 14 related to the state budget process. Senate Bill14 provides for continuous state budgets until amended, lapsed or eliminated by the legislature, temporary reallocations and establishes conditions and limitations.

Also before the House Committee of the whole was Senate Bill 105. Senate Bill 105 requires the governor to appoint a person to fill vacancies in the offices of United States senator, state treasurer and commissioner of insurance from a list of names approved by the legislature.
