(March 21, 2025) – Yesterday and today, the House of Representatives took final action on the following bills:
Health-Related Bills:
- Senate Bill 250 enacts the Right to Try for Individualized Treatments Act to permit a manufacturer to make an individualized investigative treatment available to a requesting patient. Passed on a vote of 97-26.
- Sub Senate Bill 67 authorizes registered nurse anesthetists to prescribe, procure and administer drugs consistent with the registered nurse anesthetist's education and qualifications. Passed on a vote of 118-5.
- Senate Bill 29 – Sub for SB 29 by Committee on Public Health and Welfare – Removes the authority of the county or joint board of health or local health officer to prohibit public gatherings when necessary for the control of infectious or contagious diseases. Passed on a vote of 88-36 and was concurred on by the Senate on a vote of 31-9.
- Senate Bill 44 relates to the Kansas Promise Scholarship Program, expands the postsecondary educational institutions eligible to participate in such a program. Passed on a vote of 77-41.
- Senate Bill 54 relates to litigation funding by third parties; limits discovery and disclosure of third-party litigation funding agreements. Passed on a vote of 87-31.
Others:
- House Bill 2237 authorizes hiring, recruitment and retention bonuses in state agencies' employee award and recognition programs, increases the limitation on such awards or bonuses to $10,000, eliminates the secretary of administration's authority to adopt rules and regulations and requires such secretary to submit an annual report to certain legislative committees concerning such awards and bonuses. Passed on a vote of 122-1.
- Senate Bill 125 authorizes the payment of certain claims against the state. Passed on a vote of 120-3.
- Senate Bill 269 prohibits a board of tax appeals filing fee when a previous appeal remains pending before the board. Passed on a vote of 123-0.
- Senate Bill 30 requires the secretary of labor to conduct a state and national criminal history record check on employees who have access to federal tax information received directly from the Internal Revenue Service. Passed on a vote of 123-0.
- Senate Bill 64 adjusts certain internal Kansas Public Employees Retirement System Act statutory references, extends the time for filing administrative appeals and updates provisions relating to compliance with the federal Internal Revenue Code. Passed on a vote of 123-0.
- Senate Bill 79 directs the Kansas Department for Children and Families secretary to request a waiver from supplemental nutrition assistance program rules that allows the state to prohibit the purchase of candy and soft drinks with food assistance. Passed on a vote of 65-58.
- Senate Bill 135 provides precedence of child-related orders issued under the Protection from Abuse Act. Passed on a vote of 123-0.
- Senate Bill 156 creates the crime of unlawful use of a laser pointer and provides criminal penalties therefor. Passed on a vote of 123-0
- Senate Bill 157 requires warrants issued for failure to appear to be provided to a compensated surety, changes the criteria for setting aside bond forfeiture and requires remission if the defendant is returned to custody in certain circumstances. Passed on a vote of 89-35.
- Senate Bill 77 requires state agencies to provide a notice of revocation of administrative rules and regulations to the public and removes abolished and inactive state agencies from the agency review requirement. Passed on a vote of 123-0.
- Senate Bill 89 authorizes the animal health commissioner to adopt rules and regulations to administer the Poultry Disease Control Act and establishes an annual participation fee for participation in the National Poultry Improvement Plan, a certification fee for persons performing testing and diagnostic services and a testing fee per visit to each location participating in the plan. Passed on a vote of 123-0.
- Senate Bill 97 requires vehicle dealers to apply for a dealer inventory-only title for certain used nonhighway vehicles that a vehicle dealer obtains. Passed on a vote of 116-7.
- Senate Bill 104 grants the Shawnee County Board of County Commissioners the discretion to create a Citizens Commission on Local Government. Passed on a vote of 119-4.
- Senate Bill 13 eliminates requirements for filings, registrations and licenses related to labor organizations, educational facility agreements, annual tax reports, river bank easements and bonded warehousemen with the secretary of state. Passed on a vote of 119-4.
- Senate Concurrent Resolution 1611 proposes a constitutional amendment to provide for the direct election of Supreme Court justices and abolishes the Supreme Court Nominating Commission. Passed on a vote of 84-40.
- House Bill 2299 – Substitute for HB 2299 by Committee on Education - Declaring antisemitism and antisemitic acts to be against public policy and establishing a statutory definition of such terms. Passed on a vote of 116-8.
- House Resolution 6016 denounces the planned satanic worship ritual, the so-called "black mass" on the grounds of the capitol on March 28, 2025. Passed on a vote of 101-15
- Senate Concurrent Resolution 1602 encourages Governor Laura Kelly to fully cooperate with the policies of the Donald Trump Administration in enforcing federal immigration laws. Passed on a vote of 82-35.
- House Bill 2131 relates to jailhouse witness testimony; requires prosecutors to disclose their intent to introduce testimony from a jailhouse witness and to forward related information to the Kansas Bureau of Investigation. Passed on a vote of 108-10.
- House Bill 2336 provides for the apportionment of business income by the single sales factor and the apportionment of financial institution income by the receipts factor. Passed on a vote of 109-9.
- House Bill 2377 relates to countywide retailer's sales tax; provides that countywide retailers' sales tax apportionment based on tangible property tax levies remain unchanged until Dec. 31, 2026. Passed on a vote of 118-0.
- Senate Bill 227 relates to the tax credit for qualified expenditures for the restoration and preservation of historic structures; provides for different credit percentages based on city populations of more than 50,000 or 50,000 or less and the amount of expenditures. Passed on a vote of 102-16.
- Senate Bill 35 discontinues the state tax levies for the Kansas Educational Building Fund and the state Institutions Building Fund. Passed on a vote of 109-9.
- House Bill 2318 relates to income and privilege taxes, provides that future tax rate decreases be contingent on exceeding revenue estimates. Passed on a vote of 84-34.
- Senate Bill 237 relates to child support obligations; requires the court to consider the value of retirement accounts when determining support orders; prohibits modification of a support order for professional misconduct or voluntary underemployment. Passed on a vote of 118-0.
- Senate Bill 137 concerns the Kansas Standard Asset Seizure and Forfeiture Act; relates to the disposition of forfeited property; authorizes the sale or transfer of forfeited firearms to a licensed federal firearms dealer. Passed on a vote of 90-28.
- Senate Bill 186 relates to affidavits or sworn testimony in support of probable cause; requires such information to be made available to law enforcement. Passed on a vote of 100-18.
- Senate Bill 204 relates to records in criminal and juvenile offender cases; requires the sealing of certain records related to case information. Passed on a vote of 118-0.
- Senate Bill 117 relates to aviation and property tax exemption for Strother Field Airport Authority. Passed on a vote of 111-7.
