House and Senate Debate and Take Votes on Bills

Kansas Capitol Snow (Jan. 28, 2026) – Today, the House debated House Substitute for Senate Bill 244, which concerns the identification of biological sex; requires the designation of multiple-occupancy private spaces in public buildings for use by only one sex; imposes criminal and civil penalties for violations; provides a cause of action for individuals aggrieved by an invasion of privacy or other harm when accessing a multiple-occupancy private space; amends the Women's Bill of Rights; defines the term "gender" to mean biological sex at birth for purposes of statutory construction; directs the director of the division of vehicles to invalidate and reissue driver's licenses; directs the Office of Vital Statistics to invalidate and reissue birth certificates when necessary to correct the sex identification on such certificates; and removes the definition of "gender" from the Help Not Harm Act. The bill may be advanced late in the day to the Senate for further action.

The House also took final action votes on the following:

House Bill 2413 provides that theft of livestock or implements of husbandry is a severity level 5, nonperson felony. The bill passed by a vote of 120-3.

House Bill 2422 provides that the theft of grain is a severity level 6, nonperson felony. The bill passed 123-0.

Today, the Senate is slated to debate the following bills under General Orders, in addition to any possibly coming over from the House:

Senate Bill 184 amends the Kansas Drycleaner Environmental Response Act to modify the penalties for violations of the Act, the required deductible rate for corrective actions, the environmental surcharge rate, the solvent fee and the delinquency penalty for environmental surcharges and solvent fees.

Senate Bill 254 prohibits aliens unlawfully present in the United States from receiving any state or local public benefit, in accordance with applicable federal law.
