Senate Financial Institutions and Insurance Passes out HB 2703

Insurance Files (March 17, 2026) – Today, the Senate Financial Institutions and Insurance Committee worked the bills before them.

The committee recommended House Bill 2703, which enacts the Kansas Health Insurance Affordability Transparency Act, requiring a report specifying the financial impact to covered individuals resulting from the passage of certain health insurance legislation. The committee changed the enactment date and recommended the bill favorably for passage.

The committee also took action on the following:

House Bill 2591 authorizes financial institutions to report suspected financial exploitation of an adult account holder to a designated agency, notifies any adult designated as a trusted contact by such account holder of suspected financial exploitation and places a temporary hold on certain transactions or disbursements. The committee made a technical amendment changing an "and" to "or" and recommended the bill favorably for passage.

House Bill 2515 enacts the Virtual Currency Kiosk Consumer Protection Act, which provides definitions, establishes requirements for virtual currency kiosk operators, imposes certain limits on virtual currency kiosk transaction amounts and charges and authorizes the attorney general and any law enforcement agency to investigate reports of fraudulent money transmission and report to the state bank commissioner. The committee made a motion to amend the limits by cutting them in half and recommended it favorably for passage.

House Bill 2497 prohibits the assessment of a prepayment penalty against any party more than six months after the execution of a note evidencing a home loan made primarily for personal, family or household purposes secured by a real estate mortgage. The committee made an amendment to change the enactment date and recommended it favorably as amended.
