(March 21, 2025) – Yesterday and today, the Senate took final action on the following bills:
Health-Related Bills:
- House Bill 2359 enacts the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act and the Uniform Guardianship, Conservatorship and Other Protective Arrangements Act. Passed on a vote of 40-0.
- House Bill 2280 clarifies that the authorized activities of paramedics, advanced emergency medical technicians, emergency medical technicians and emergency medical responders may be authorized upon the order of a health care professional, permits certain ambulance services to offer service for less than 24 hours per day, every day of the year, and requires entities using automated external defibrillators to register with the Emergency Medical Services Board. Passed on a vote of 40-0.
- House Bill 2307 transfers the power to authorize and oversee certain activities regarding prenatal and postnatal diagnosed conditions awareness programs from the Kansas Department of Health and Environment to the Kansas Council on Developmental Disabilities. Passed on a vote of 40-0.
- Sub Bill for House Bill 2240 – Senate Substitute for House Bill 2240 – by Committee on Government Efficiency – requires legislative approval prior to any state agency seeking or implementing a public assistance program waiver or other authorization from the federal government that expands eligibility for any public assistance program, increases the cost to the state or makes certain changes in services for persons with intellectual or developmental disabilities. Passed on a vote of 29-11.
- House Bil 2291 provides for the termination of all current and new occupational licensing requirements adopted by an agency or enacted by the legislature after five years unless extended by a joint resolution of the legislature, requires that adoption of new occupational licensing requirements by a state agency be approved by a joint resolution of the legislature and provides for notice to agencies and the legislature and a procedure for legislative review of such occupational licensing requirements. Passed on a vote of 31-9
- House Bill 2284 directs the Kansas Department of Administration to adopt written policies governing the negotiated procurement of managed care organizations to provide state Medicaid services pursuant to a contract with the Kansas Program of Medical Assistance. Passed on a vote of 32-8.
- House Bill 2069 enacts the School Psychologist Licensure Compact to provide Interstate Practice Privileges for School Psychologists. Passed on a vote of 39-1.
- House Bill 2022 clarifies that a special election shall not be held within 45 days before or after a general or primary election. Passed on a vote of 24-16.
- House Bill 2365 establishes the South Central Regional Mental Health Hospital. The bill passed 40-0.
- House Bill 2249 requires the secretary of the Kansas Department for Aging and Disability Services to grant physical environment waivers for certain rural emergency hospitals to provide skilled nursing facility care. Passed on a vote of 40-0.
- House Bill 2221 relates to alcohol and drug abuse treatment fraud; creates the Kansas Department for Aging and Disability Services Alcohol and Drug Abuse Treatment Fund. Passed on a vote of 40-0.
- House Bill 2335 adds maternity centers to the definition of health care provider for purposes of the Healthcare Provider Insurance Availability Aact. Passed on a vote of 40-0.
- House Bill 2217 relates to the office of inspector general, expanding the power of the inspector general to investigate and audit all state cash, food and health assistance programs. Passed on a vote of 30-10.
- House Bill 2195 establishes the Kansas Technical College Operating Grant Fund administered by the Kansas Board of Regents. Passed on a vote of 40-0.
- Senate Sub House Bill 2313 prohibits the use of artificial intelligence platforms of concern on state-issued devices and networks. Prohibits medical and research facilities from using genetic sequencers or operational software used for genetic analysis that is produced in or by a foreign adversary. Passed on a vote of 37-3.
- House Bill 2039 amends definitions to provide that certain entities providing physical therapy, occupational therapy and speech-language pathology are not home health agencies. Passed on a vote of 40-0.
- Senate Sub for House Bill 2125 modifies the deadline for mailing tax statements to taxpayers to be earlier than the current deadline; modifies the deadline for governing bodies to certify the amount of property tax to be levied to the county clerk; provides for the county clerk's use of the previous year's budget when a taxing subdivision fails to timely file its budget; modifies the content requirements of the revenue neutral rate hearing notice. Passed on a vote of 40-0.
- Senate Bill 229 provides for the termination of all current and new occupational licensing requirements adopted by an agency or enacted by the legislature after five years unless extended by a joint resolution of the legislature, requires that the adoption of new occupational licensing requirements by a state agency be approved by a joint resolution of the legislature and provides for notice to agencies and the legislature and a procedure for legislative review of such occupational licensing requirements. - House Bill 2183 modifies elements in the crimes of sexual exploitation of a child, unlawful transmission of a visual depiction of a child and breach of privacy to prohibit certain acts related to visual depictions in which the person depicted is indistinguishable from a real child, morphed from a real child's image or generated without any actual child involvement, provides an exception for cable services in the crime of breach of privacy and prohibit dissemination of certain items that appear to depict or purport to depict an identifiable person. Passed on a vote of 40-0.
- House Bill 2215 modifies the definition of public-private partnership to increase the allowable cost-share limit for expenditures by the Kansas Department of Corrections on certain correctional institution construction projects. Passed on a vote of 40-0.
- House Bill 2242 authorizes the governor to accept requests of concurrent jurisdiction from the federal government in certain circumstances. Passed on a vote of 40-0.
- House Bill 2110 eliminates the requirement that the Kansas 911 Board shall contract with a local collection point administrator for services, reschedules the date on which the Kansas 911 Operations Fund, Kansas 911 Grant Fund and Kansas 911 Fund Shall be established, requires certain transfers to be made to the Kansas 911 Operations Fund and reschedules the date for transferring all 911 fee moneys currently held outside the state treasury to the state treasury. Passed on a vote of 40-0.
- House Bill 2116 requires that certain contractual provisions be incorporated in all contracts for certain cities and counties, including the provisions of form DA-146a, with certain exceptions. Passed on a vote of 40-0.
- House Bill 2088 enacts the Fast-Track Permits Act to require local governments to meet specified deadlines for issuing building permits and other required approvals for real estate development. Passed on a vote of 30-10.
- House Bill 2037 increases the membership of the Council on Travel and Tourism, updates the House Legislative Committee assignment required for council members appointed from the House, equalizes the allocation of funds from the Matching Grant Program for the promotion of tourism for private, public and nonprofit entities and removes the restriction on the percentage of such funds granted to a single entity. Passed on a vote of 37-3
- House Bill 2040 extends the time in which the Kansas Corporation Commission shall make a final order on a transmission line siting application Passed on a vote of 39-1.
- House Bill 2050 authorizes the commissioner of insurance to set the amount of certain fees and requires the publication of certain fees in the Kansas Register. Passed on a vote of 40-0.
- House Bill 2134 amends the Kansas Open Records Act regarding charges for records in the state executive branch and other public agencies other than the state legislative and judicial branches, prohibits charges for electronic copies of records and for determining whether a record exists and limits charges for employee time required to make records available. Passed on a vote of 40-0.
- House Bill 2169 modifies the documentation requirements for military veteran license plates to align with updated military veteran documentation standards and eliminates the requirement for such military veteran license plate applications to be submitted 60 days prior to vehicle registration renewals. Passed on a vote of 40-0.
- House Bill 2231 provides an additional personal exemption for head of household tax filers and increases the personal exemption for disabled members of the armed forces. Passed on a vote of 40-0.
- House Bill 2020 requires a quarterly report from the director of the division of vehicles listing the names and addresses of certain noncitizens who have been issued a driver's license during such month. Passed on a vote of 32-8.
- House Bill 2275 provides countywide retailers' sales tax authority for Finney County for the purpose of financing the construction or remodeling of a courthouse, jail, law enforcement center facility or other county administrative facility. Passed on a vote of 40-0.
- House Bill 2289 modifies certain requirements for the production and issuance of license plates. Passed on a vote of 40-0.
- House Bill 2338 authorizes the Kansas Board of Cosmetology to issue temporary location and temporary guest artist permits and establishes criteria therefor. Passed on a vote of 38-2.
- House Bill 2342 authorizes national criminal history background checks for final applicants for certain sensitive positions with the Kansas Department of Commerce and employees in such positions and authorizes the secretary of commerce to request the Kansas Bureau of Investigation to conduct the background checks and provide the results to the secretary. Passed on a vote of 39-1.
- House Bill 2120 authorizes the Kansas Board of Regents to sell and convey certain real property in Riley County, Kansas, and Douglas County, Nebraska, on behalf of Kansas State University and Kansas State University Veterinary Medical Center. Passed on a vote of 40-0.
- House Bill 2033 includes programs and services provided by nonprofit organizations accredited by the International Multisensory Structured Language Education Council as approved at-risk educational programs. Passed on a vote of 31-9
- Senate Bill 231 modifies the requirements for soliciting registered voters to submit an application for an advance voting ballot. Passed on a vote of 40-0.
- House Bill 2087 authorizes certain non-admitted insurers to transact certain businesses in Kansas and requires the commissioner of insurance to maintain a list of eligible non-admitted insurers. Passed on a vote of 38-2.
- House Bill 2016 includes private online obituary notices as sufficient grounds for the removal of a deceased voter from voter registration books. Passed on a vote of 40-0.
- House Bill 2263 designates a future interchange on the K-10 highway as the Kris Norton Memorial Interchange. Passed on a vote of 40-0.
- House Bill 2122 modifies the threshold limit for allowing quarterly payments of certain truck and truck tractor annual vehicle registration fees and eliminates the two-quarter grace period for truck or truck tractor owners that have delinquent quarterly payments before certain penalties apply. Passed on a vote of 39-1.
- House Bill 2031 provides that driving school instructors and motorcycle instructors may possess a driver's license or motorcycle driver's license from any state. Passed on a vote of 40-0.
- House Bill 2118 requires any person who solicits a fee for filing or retrieving certain documents from the federal government, the state, a state agency or a local government to give certain notices to consumers and providing that violation of such requirements is a deceptive act or practice subject to penalties under the Kansas Consumer Protection Act. Passed on a vote of 39-1.
- House Bill 2101 prohibits municipalities from adopting and implementing a Guaranteed Income Program. Passed on a vote of 29-11.
- Sub for House Bill 2149 requires distributed energy system retailers to disclose certain information to customers who will construct, install and operate a distributed energy system, requiring the attorney general to establish an advisory group to establish a standard form for such disclosures and requiring publication thereof. Passed on a vote of 40-0.
- House Bill 2222 relates to ignition interlock devices; requires manufacturers of such devices to pay fees to the highway patrol for the administration of the ignition interlock program. The bill passed on a vote of 38-2.
- Senate Sub House Bill 2172 establishes the Water Program Task Force to evaluate the state's water program and funding. The bill passed on a vote of 40-0.
- Senate Sub for House Concurrent Resolution 5011 amends the Constitution of Kansas relating to property taxation; limits valuation increases for real property and for personal property classified as mobile homes for residential purposes. Passed on a vote of 30-10.
- House Bill 2052 concerns firearms; updates cross-references in the Personal and Family Protection Act regarding the eligibility requirements to obtain a license to carry a concealed handgun; requires a license be surrendered to the attorney general upon suspension or revocation of such license; provides for the transition from a provisional license to a standard license; prohibits the collection of personal information of an off-duty law enforcement officer entering buildings while armed or requiring such officer to wear any item identifying such person as a law enforcement officer. The bill passed on a vote of 34-6.
- House Bill 2192 limits or prohibits work release for an offender convicted of a second or third offense of domestic battery, requires an offender convicted of a first offense to undergo a domestic violence offender assessment. The bill passed on a vote of 39-1.
- Senate Sub House Bill 2164 makes it unlawful for adult sex offenders to enter onto certain school property or attend certain school activities and creates criminal penalties for violation thereof. Passed on a vote of 37-3.
- House Bill 2152 mandates banks, savings and loan associations, and savings banks to secure governmental unit deposits in excess of the amount insured and guaranteed by the federal deposit insurance corporation by utilizing the public money pooled method. The bill passed on a vote of 40-0.
- House Bill 2334 relates to captive insurance companies, provides incorporated cell captive insurance companies and protected cell captive insurance companies; enacts the Kansas Protected Cell Captive Insurance Company Act; provides for a provisional certificate of authority. Passed on a vote of 40-0.
- House Bill 2158 requires beekeepers who meet certain requirements to register with the Kansas Department of Agriculture if such beekeepers wish to sell packaged honey. Passed on a vote of 40-0.
- House Bill 2028 requires the Kansas Department of Wildlife and Parks to offer discounted resident senior combination hunting and fishing passes to residents of the state over 65 years of age; increases the maximum age to qualify for Kansas kids lifetime combination hunting and fishing licenses and removes the expiration date for such licenses. The bill passed on a vote of 37-3.
- House Bill 2304 requires local governments to report certain local economic development incentive program information to the secretary of commerce; defining such programs; requires the secretary of commerce to post information on the Economic Development Incentive Program database. Passe on a vote of 28-12.
- House Bill 2311 prohibits the Kansas Department for Children and Families secretary from adopting and enforcing policies for placement, custody or appointment of a custodian that may conflict with sincerely held religious or moral beliefs regarding sexual orientation or gender identity. Passed on a vote of 31-9.
- House Bill 2160 enacts the Kansas Municipal Employee Whistleblower Act; establishes legal protections for certain municipal employees who report or disclose unlawful or dangerous conduct. Passed on a vote of 40-0.
- Senate Sub for House Bill 2382 requires the inclusion of a human fetal development presentation as part of the curriculum for any course that addresses human growth, human development or human sexuality. Passed on a vote of 29-11.
- House Bill 2206 renames the Kansas Governmental Ethics Commission to the Kansas Public Disclosure Commission; requires the filing of statements of independent expenditures; prohibits agreements requiring contributions in the name of another person. Passed on a vote of 32-8.
- House Bill 2128 authorizes the commissioner of insurance to select and announce the version of certain instructions, calculations and documents in effect for the upcoming calendar year. Passed on a vote of 40-0.
- House Bill 2255 increases the minimum fee for weights and measures to remove rejection tags for test or repair purposes. Passed on a vote of 39-1.
- Senate Bill 259 relates to income and privilege taxes; provides that future tax rate decreases be contingent on exceeding revenue estimates. Passed on a vote of 30-10.
- House Bill 2109 authorizes law enforcement agencies to attach and operate law enforcement equipment on utility poles in right-of-way. Passed on a vote of 29-9.
- Sub Senate Bill 281 relates to the Low-Income Family Post Secondary Savings Accounts Incentive Program; removes the treasurer's authority to accept and approve the number of applications for such program in 2028. Passed on a vote of 40-0.
- Senate Bill 39 establishes the Kansas Legal Tender Act; reaffirming gold and silver coin as legal tender. Passed on a vote of 28-12.
- Senate Bill 181 limits the annual amount of expenditures and transfers from the State General Fund; requires certification of the state treasurer; provides additional requirements on the governor's and legislatures' budget plans and legislative measures. Passed on a vote of 32-8.
- Senate Bill 1 exempts the state of Kansas from daylight savings time; provides for moving to permanent daylight saving time upon an act of Congress requiring such move. The bill passed on a vote of 33-7.
- Senate Sub for House Bill 2060 relates to state officers and employees; provides for the treatment of the reimbursement for expenses incurred for travel and activities in attending conferences or events by certain specified nonprofit organizations. Passed on a vote of 36-4.
