No Surprise Act IDR Process Change Coming Soon

CMS (Aug. 21, 2026) – In late 2026, the Federal Independent Dispute Resolution process will transition from single-use web forms to the new IDR Gateway, a secure, centralized platform for managing disputes. IDR Gateway users will be able to:

  • Start and respond to disputes;
  • Access dispute dashboards and reports associated with their organization;
  • Track dispute information, including disputes assigned to a certified IDR entity;
  • Monitor assigned disputes by process phase; and
  • Review notifications regarding dispute activity.

Organizations and individuals that process disputes or submit IDR forms must sign up to manage disputes in the IDR Gateway. All potential users of the IDR Gateway can begin creating accounts on Sept. 15, 2026. For more information about the IDR Gateway, refer to the IDR Gateway page.
