(Sept. 18, 2026) – The Kansas Health Care Stabilization Fund issued Bulletin-2026-1 to communicate changes in the surcharge rates for Fund Class Groups in Kansas. The HCSF Board of Governors approved the surcharge rates earlier in 2026, and the Surcharge Rate Bulletin was sent to the professional liability insurers of record.
Fund Class Group 17, Medical Care Facilities, will see a surcharge increase from 21.2 percent to 23.7 percent. During the 2026 Kansas legislative session, certain optometrists (HB2509), certain pharmacists (HB2068) and advanced practice registered nurses (HB2509) were added as new Class Groups to the Fund, effective Jan. 1, 2028. The HCSF Board of Governors will approve the surcharge rates for these three groups in 2027, and those rates are not included in Bulletin-2026-1.
